Scary!

There is a lovely park near our house - along with lots of golf course lakes and creeks that scare the bejibies out of me when it comes to baby/toddler safety. My mom, Lilly, and I usually go for a walk before dinner. We had a weird experience today.
There was a 5 year old-ish boy at the park. He looked like he had some sort of problem - maybe some mild mental retardation. Anyway, I put Lilly in the baby swing and had my back to the boy. My mom was on the other side of the swing and could see him. After a while her eyes got big and she whispered to me that the boy was staring at Lilly and zipping and unzipping his pants! She later told me that she thought he was scratching until she heard the zipper sound and that he was "going at it" for a while.
YIKES! YUCK! What do you do in this situation? I let Lilly swing for another minute and then walk around in the rocks for a minute (the boy disappeared inside a slide for a while) and then we left. I was just totally creeped out. Should I have left immediately? Maybe I should have.
The whole thing was just creepy and to know that the kid lives in our neighborhood... Yeah, maybe lakes and creeks shouldn't be my biggest fear. Maybe other children need to me moved up on the "watch" list. At least this one does.
I'm so lucky to have such a happy-go-lucky child that is normal. I can't imagine what that boy's parents go though.

hmmmmmmm I'm really not sure what I'd have done - but I'm sure whatever I would have done I would have questioned myself afterwards - I think that it's only natural to wonder if you did the right thing because it's such a strange position to be put in that deciding what to do is hard - I don't think there is a "right" thing to do... just know you reacted calmly and didn't upset/unsettle either child with your actions and didn't make a fuss, which I think is the best outcome!

This is very odd and I don't know what to tell you. I mean, what do you do?
I had a(handicapped) kid want to watch me breastfeed in the mothers room at Nordstrom's recently. I just sort of waiting until he finally left to feed my baby. I also didn't know what to do in the situation.
